Every project is different, and I quote based on complexity. The length, action, dialogue, whether you have references, and so on. As a rough frame of reference: my 5-minute films typically take 3-4 weeks of work (Darth Vader Learns Luke's Name), and my recent 15-minute film took about 7 weeks (Darth Vader to Cloud City). Your project may be simpler or more complex, but this gives you a ballpark for the time involved.
